The Scioto Valley-Piketon Area Council of Governments (SVPA COG) represents a partnership of local governments adjacent to and impacted by the U.S. Department of Energy (DOE) activities at the Portsmouth Site in Pike County, Ohio.
The members of the SVPA COG fully and equally support a healthy community and a vibrant economy and strongly believe that protecting public health is the most important prerequisite to achieve future economic development at the U.S. DOE Portsmouth Site.






The SVPA COG was formed to empower cooperation, collaboration, and partnership between the local governments and with DOE to produce mutually beneficial outcomes related to the environmental cleanup of PORTS and surrounding properties, the health and safety of the host community’s constituents, and the economic impacts of DOE’s decisions.
The SVPA COG represents a new, innovative approach to local collaboration, advocacy, and representation for the host community and exists to facilitate meaningful engagement with DOE, create a high quality of life in the host community, and support economic development at U.S. DOE Portsmouth Site.
The SVPA COG unites its members for the purpose of providing outstanding public infrastructure and services in the host community to support the cleanup, redevelopment, and other missions being carried out by the US DOE’s Offices of Environmental Management, National Nuclear Security Administration (NNSA), and/or Nuclear Energy (NE) the Portsmouth Site.
